The USSFCU Foundation is a volunteer-only nonprofit committed to enhancing financial literacy and education in our communities. We strive to empower individuals and families to achieve economic well-being through comprehensive financial resources and support.

Our Mission

Our goal is to enhance financial inclusion, wellness, and literacy by promoting education and empowerment. We provide access to essential financial resources and knowledge for all, regardless of background. Our programs include workshops, online courses, and coaching to help people make informed financial decisions. We cover topics from budgeting to investment planning, aiming to build an inclusive community. Our goal is a more equitable society where financial literacy is a right, not a privilege. We advocate for policy changes to integrate financial education into curriculums, preparing future generations for economic challenges and opportunities.

The USSFCU Foundation, established in 2025, is a dedicated 501(c)(3) organization focused on enhancing financial literacy and education. We strive to foster financial inclusion and community engagement. Below are a few ways we set ourselves apart:

James Ruley

President & Board Chair
James is a credit union leader with decades of experience in member service and business lending. His commitment to small businesses and those affected by the pandemic inspired him to give back. In 2023, the US Senate Federal Credit Union embarked on a mission to establish a foundation aimed at empowering individuals, businesses, and communities with financial resources and education. James spearheaded this vision which became reality in 2025 when the USSFCU Foundation was established.

Kathy Dalfrey

Board Treasurer
Kathy is a dedicated credit union Chief Financial Officer with 25 years of experience overseeing financial operations and strategic planning. She manages the credit union's financial health, ensuring compliance and guiding it through complex financial landscapes. Her expertise in budgeting and financial analysis drives the credit union's growth and sustainability. Kathy's commitment to financial inclusivity is evident in her efforts to provide equitable access to financial services for all community members.
Beth Hoyas Lovain

Beth Hoyas Lovain

Board Secretary
Beth is a College Admissions Consultant with over 30 years of nonprofit experience, notably serving as Executive Director of the Scholarship Fund of Alexandria. She has held community-focused roles on numerous boards, including the Alexandria Commission on HIV/AIDS and Wright to Read. Beth has received the Ten Outstanding Young Americans Award and the Alexandria Women’s Health and Safety Advocate Award, among other honors for her dedication to social impact.
Arthur Green

Arthur Green

Board Vice Chair
Arthur, a credit union Marketing executive, drives member-centric marketing strategies rooted in his commitment to social impact. A career-defining transition led him to teach ESL in South Korea, catalyzing a lasting focus onto a purpose driven career. This led to heading up Marketing efforts with Raising Haiti Foundation, supporting economic empowerment. These experiences inform his alignment of USSFCU’s brand and engagement focus with community-driven priorities and values.
